El da\u00f1o econ\u00f3mico que generan estas pr\u00e1cticas, la tercera actividad il\u00edcita m\u00e1s lucrativa del mundo tras el tr\u00e1fico de drogas y de armas, suma anualmente 2.300 millones de d\u00f3lares (unos 2.210 millones de euros), seg\u00fan el \u00faltimo informe del colectivo que investiga los Impactos de China en Am\u00e9rica Latina y el Caribe (ICLAC). En los \u00faltimos meses, varios pa\u00edses han intensificado sus esfuerzos para combatir estas pr\u00e1cticas, aunque los desaf\u00edos persisten por la falta de recursos y la cooperaci\u00f3n transfronteriza limitada.<\/p><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>El caso de Guyana<\/strong><strong><\/strong><\/h2>\n\n\n\n<p>Guyana ha sido escenario de episodios significativos relacionados con la pesca ilegal, en los que se han puesto de manifiesto tanto los desaf\u00edos de control de sus recursos marinos como las tensiones diplom\u00e1ticas en la regi\u00f3n.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:34% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"656\" src=\"https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/04\/PESCADORES_Guyana.jpg-1024x656.webp\" alt=\"\" class=\"wp-image-1802 size-full\" srcset=\"https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/04\/PESCADORES_Guyana.jpg-1024x656.webp 1024w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/04\/PESCADORES_Guyana.jpg-300x192.webp 300w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/04\/PESCADORES_Guyana.jpg-768x492.webp 768w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/04\/PESCADORES_Guyana.jpg-150x95.webp 150w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/04\/PESCADORES_Guyana.jpg.webp 1080w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-text-align-left\"><\/p>\n\n\n\n<p>Uno de los casos m\u00e1s recientes ocurri\u00f3 en septiembre de 2024 cuando la Guardia Costera de Guyana intercept\u00f3 un grupo de aproximadamente 20 pescadores venezolanos.<\/p>\n\n\n\n<p class=\"has-text-align-left\"><\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-core-group-is-layout-8cf370e7 wp-block-group-is-layout-flex\">\n<div class=\"wp-block-columns are-vertically-aligned-center is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<p><\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-02cef27\" data-block-id=\"02cef27\"><style>.stk-02cef27 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">La&nbsp;regi\u00f3n&nbsp;presenta adem\u00e1s otros casos que evidencian la complejidad&nbsp;del&nbsp;control&nbsp;de las fronteras marinas. Por&nbsp;ejemplo,&nbsp;en&nbsp;el&nbsp;\u00e1rea&nbsp;del&nbsp;r\u00edo&nbsp;Corentin, han&nbsp;reportado detenciones de pescadores guyanenses por parte de las&nbsp;autoridades&nbsp;surinamesas.<\/p><\/div>\n<\/div>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-de5690b\" data-block-id=\"de5690b\"><style>.stk-de5690b {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-left\">Este&nbsp;suceso&nbsp;resalta&nbsp;la&nbsp;problem\u00e1tica&nbsp;de&nbsp;las&nbsp;fronteras&nbsp;acu\u00e1ticas&nbsp;en&nbsp;el&nbsp;Caribe,&nbsp;donde&nbsp;las&nbsp;jurisdicciones&nbsp;se&nbsp;solapan&nbsp;y,&nbsp;en&nbsp;ocasiones, escapan&nbsp;a&nbsp;un&nbsp;consenso&nbsp;com\u00fan&nbsp;para&nbsp;la&nbsp;gesti\u00f3n&nbsp;y&nbsp;vigilancia&nbsp;de&nbsp;los&nbsp;recursos.<\/p><\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-daa44a1\" data-block-id=\"daa44a1\"><p class=\"stk-block-text__text has-text-align-justify\">La&nbsp;situaci\u00f3n&nbsp;en&nbsp;Guyana&nbsp;es&nbsp;solo&nbsp;un&nbsp;reflejo&nbsp;de&nbsp;un&nbsp;problema&nbsp;m\u00e1s&nbsp;amplio&nbsp;que&nbsp;afecta&nbsp;a&nbsp;varias&nbsp;zonas&nbsp;costeras del&nbsp;Caribe&nbsp;y&nbsp;Am\u00e9rica&nbsp;Latina, que se vienen tratando desde hace a\u00f1os.<\/p><\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Medidas contra la pesca ilegal en Latinoam\u00e9rica<\/strong><strong><\/strong><\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>Los pa\u00edses m\u00e1s afectados est\u00e1n implementando estrategias coordinadas y marcos legales espec\u00edficos para combatir la pesca INDNR (Ilegal, No Declarada y No Reglamentada):<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Cooperaci\u00f3n regional<\/strong>:\n<ul class=\"wp-block-list\">\n<li><strong>Red regional<\/strong>: Once pa\u00edses (Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, M\u00e9xico, Panam\u00e1, Per\u00fa, Rep\u00fablica Dominicana y Uruguay) crearon una&nbsp;<strong>red de intercambio de informaci\u00f3n<\/strong>&nbsp;para rastrear embarcaciones sospechosas y compartir protocolos de inspecci\u00f3n.<\/li>\n\n\n\n<li><strong>Adhesi\u00f3n a acuerdos internacionales<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong style=\"color: initial\">AMERP (Acuerdo sobre Medidas del Estado Rector del Puerto)<\/strong><span style=\"color: initial\">: Chile, Costa Rica, Panam\u00e1 y Uruguay forman parte de este tratado vinculante que permite&nbsp;<\/span><strong style=\"color: initial\">inspeccionar y denegar servicios<\/strong><span style=\"color: initial\">&nbsp;a embarcaciones con historial de pesca ilegal.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Acciones nacionales<\/strong>:\n<ul class=\"wp-block-list\">\n<li><strong style=\"color: initial\">Prohibici\u00f3n de apoyo log\u00edstico<\/strong><span style=\"color: initial\">: Siguiendo el modelo de la UE y Corea del Sur, algunos pa\u00edses est\u00e1n desarrollando&nbsp;<\/span><strong style=\"color: initial\">leyes que penalizan a empresas<\/strong><span style=\"color: initial\">&nbsp;que prestan servicios (seguros, combustible) a buques ilegales.<\/span><strong style=\"color: initial\">Listas negras de embarcaciones<\/strong><span style=\"color: initial\">: Uso de registros globales para&nbsp;<\/span><strong style=\"color: initial\">identificar y bloquear buques<\/strong><span style=\"color: initial\">&nbsp;involucrados en pesca INDNR.<\/span><\/li>\n\n\n\n<li><strong>Protecci\u00f3n de \u00e1reas marinas<\/strong>:\n<ul class=\"wp-block-list\">\n<li><strong style=\"color: initial\">Vigilancia en zonas cr\u00edticas<\/strong><span style=\"color: initial\">: Ecuador reforz\u00f3 la&nbsp;<\/span><strong style=\"color: initial\">monitorizaci\u00f3n en Gal\u00e1pagos<\/strong><span style=\"color: initial\">&nbsp;contra flotas extranjeras, aunque los resultados espec\u00edficos requieren m\u00e1s datos actualizados.<\/span><\/li>\n\n\n\n<li><strong>Sistemas de trazabilidad<\/strong>: Pa\u00edses como Per\u00fa y Argentina est\u00e1n implementando&nbsp;<strong>certificados digitales de
