Este actualiza y endurece la reglamentaci\u00f3n para la<strong>\u00a0prevenci\u00f3n de la contaminaci\u00f3n<\/strong>, la conservaci\u00f3n y mejora de la\u00a0<strong>calidad de las aguas superficiales y subterr\u00e1neas<\/strong>, <\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-6e7e86c\" data-block-id=\"6e7e86c\"><p class=\"stk-block-text__text has-text-align-justify\">El nuevo marco normativo, al que accedi\u00f3<em>\u00a0El Pa\u00eds<\/em>, busca generar una visi\u00f3n integral de los procesos y los\u00a0<strong>ecosistemas h\u00eddricos<\/strong>, con el objetivo de abordar\u00a0<strong>desaf\u00edos ambientales<\/strong>\u00a0como la eutrofizaci\u00f3n, la contaminaci\u00f3n difusa y los nuevos contaminantes. Es resultado de un proceso de di\u00e1logo y an\u00e1lisis que involucr\u00f3 a la<strong>\u00a0Comisi\u00f3n T\u00e9cnica Asesora de Medio Ambiente<\/strong>\u00a0(COTAMA) y al\u00a0<strong>Grupo de Estandarizaci\u00f3n T\u00e9cnica Ambiental-Agua<\/strong>\u00a0(GESTA-Agua).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-7c11de8\" data-block-id=\"7c11de8\"><p class=\"stk-block-text__text has-text-align-justify\">Establece por primera vez Objetivos de Calidad para Aguas Superficiales con valores de referencia para la protecci\u00f3n del ecosistema acu\u00e1tico, incluyendo par\u00e1metros generales como el nitr\u00f3geno Total, el f\u00f3sforo total y l\u00edmites para\u00a0<strong>coliformes termotolerantes<\/strong>. Asimismo, proh\u00edbe introducir en las aguas o colocar en lugares desde los cuales puedan derivar hacia ellas, sustancias, materiales o energ\u00eda en contravenci\u00f3n de lo que se establece en este decreto, y obliga a toda persona a abstenerse de contaminar las aguas, causar destrucci\u00f3n o\u00a0<strong>depredaci\u00f3n de los ecosistemas h\u00eddrico<\/strong>.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-241b307\" data-block-id=\"241b307\"><p class=\"stk-block-text__text has-text-align-justify\">Una de las \u00e1reas clave es la regulaci\u00f3n de vertidos, con un conjunto de \u00abCriterios de Gesti\u00f3n\u00bb que priorizan la econom\u00eda circular, el re\u00faso de&nbsp;<strong>aguas residuales<\/strong>&nbsp;tratadas cuando sea factible, y la prevenci\u00f3n y minimizaci\u00f3n de cargas contaminantes mediante las mejores tecnolog\u00edas disponibles.<\/p><\/div>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/11\/1-1024x576.webp\" alt=\"\" class=\"wp-image-3042\" srcset=\"https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/11\/1-1024x576.webp 1024w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/11\/1-300x169.webp 300w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/11\/1-768x432.webp 768w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/11\/1-1536x864.webp 1536w, https:\/\/elbohiorevista.com\/wp-content\/uploads\/2025\/11\/1-2048x1152.webp 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<blockquote class=\"wp-block-quote has-text-align-left is-layout-flow wp-block-quote-is-layout-flow\">\n<h3 class=\"wp-block-heading\">Se prev\u00e9n multas<\/h3>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-7c188df\" data-block-id=\"7c188df\"><p class=\"stk-block-text__text has-text-align-justify\">El Ministerio de Ambiente tambi\u00e9n impulsar\u00e1 la\u00a0<strong>evaluaci\u00f3n ecosist\u00e9mica de las aguas superficiales<\/strong>\u00a0mediante el establecimiento de indicadores biol\u00f3gicos. El decreto crea adem\u00e1s la\u00a0<strong>Mesa T\u00e9cnica de la Calidad del Agua<\/strong>, para asesorar en el desarrollo de programas de evaluaci\u00f3n y la construcci\u00f3n de capacidades nacionales para proteger la calidad de las aguas.<\/p><\/div>\n<\/blockquote>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-2a8a062\" data-block-id=\"2a8a062\"><p class=\"stk-block-text__text has-text-align-justify\">Finalmente, los sujetos obligados a obtener una Autorizaci\u00f3n de Vertido o aquellos con autorizaciones previas que no se adecuen a los nuevos est\u00e1ndares, deber\u00e1n presentar un Plan de Adecuaci\u00f3n ante la&nbsp;<strong>Dinacea<\/strong>&nbsp;en un plazo m\u00e1ximo de dos a\u00f1os a partir de la publicaci\u00f3n del decreto.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-dd41723\" data-block-id=\"dd41723\"><p class=\"stk-block-text__text has-text-align-justify\">El incumplimiento de la nueva normativa acarrear\u00e1<strong>&nbsp;sanciones pecuniarias<\/strong>&nbsp;(multas) que var\u00edan seg\u00fan el grado de la infracci\u00f3n, siendo las leves entre 5 y 10.000&nbsp;<strong>Unidades Reajustables<\/strong>&nbsp;(UR), las graves entre 200 y 60.000 UR, y las muy graves entre 10.000 y 100.000 UR.<\/p><\/div>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-e3a9826\" data-block-id=\"e3a9826\"><p class=\"stk-block-text__text has-text-align-justify\">Vea la noticia completa en <em><a href=\"https:\/\/www.elpais.com.uy\/informacion\/politica\/gobierno-actualizo-decreto-para-prevenir-contaminacion-ambiental-mediante-control-de-las-aguas-y-fija-multas\">Gobierno actualiz\u00f3 decreto para prevenir contaminaci\u00f3n ambiental mediante control de las aguas y fija multas &#8211;
